What you are getting: comfortable 1080p in everything, esports titles at high refresh, and our checker rates the pairing GPU-led with CPU headroom - meaning the 7400F is not the ceiling, the graphics card is, which is exactly how a budget build should lean. The uncomfortable line item is the RAM: $250 for a 16GB kit with pedestrian timings is the memory crisis in one number, and it is why this "$900 build" crosses four digits. Faster kits existed cheaper in July; they sold out and never came back, and what remains on sale is this. Do not fix that by dropping to 8GB or a no-name kit; fix it by accepting that memory is this year's tax. The $1,200 build: balanced 1440p, honestly priced

The $275 gap between target and total is worth being blunt about, because it is the story of building a PC this school year. The RX 9070 is fairly priced; the memory and storage are not, and there is no configuration trick that dodges them. If $1,445 is out of reach, the honest downgrade is the $900 build above, not this build with the RAM and SSD quietly cheapened - those are the two parts still getting more expensive while you wait.
For what it costs, this is the tier we would send most students to. A 16GB GPU at 1440p is not just about today's games; it is insurance against the VRAM creep that has been retiring 8GB cards early, across a degree's worth of releases.
The $1,500 build: the four-year machine
The generator's $1,500 answer keeps the exact same engine - 7500F and RX 9070 - and spends the extra money entirely on foundations: a full ATX ASRock X870 Riptide WiFi (about $180), 32GB of DDR5 (about $380 for the cheapest live kit), and a roomier, quieter Lian Li Lancool 216 (about $103). Real total: about $1,675 as specced below. One human override we would make on the generator's math: its cheapest-32GB pick is a PNY 5600 kit with slow timings, and for $15 more the Patriot Viper Venom 32GB DDR5-6000 CL30 (about $395) is the spec AMD platforms actually want. Spend the $15.

Same frames today as the $1,200 build, and that is the point. The 32GB of RAM covers the engineering student whose semester involves Revit or a dozen Chrome profiles, the X870 board carries USB4 and a real second GPU-generation's worth of upgrade headroom, and the whole thing is specced so that the ONLY part you touch before graduation is the graphics card, once, when something worth the money ships. Buy it as a freshman, upgrade the GPU as a junior, sell it as a working machine after the degree. Desktops hold value that way; laptops do not.
The laptop question, answered honestly
Some students genuinely need the laptop, and pretending otherwise would make this a worse guide.
