The short answer

Upgrade the one that's limiting you right now, at the resolution you actually play - that is the entire rule. One budget, two candidates, and the internet's advice is a coin toss wearing opinions. But this is not a preference question - your system already knows the answer, because one of the two parts is setting your frame rate today and the other one is waiting on it.

Why "which first" has a computable answer

Frames are made in an assembly line: the CPU prepares each frame, the GPU paints it. Whichever side finishes last sets your FPS, and upgrading the other side changes nothing you can see. That's the whole logic. Money on the limiting part converts to frames; money on the waiting part converts to a nicer spec sheet.

So the question is never "which part is older" or "which upgrade is more exciting" - it's "which side of my assembly line finishes last, on my monitor." Genre bends it the same way resolution does: esports at 240Hz, Flight Simulator, Cities, and raid-night MMOs are CPU-first cases even at high resolutions, while AAA single-player showcases are GPU-first almost everywhere.

The trap: upgrading past what the other side can feed

The expensive mistake isn't picking the wrong part first - it's buying too much of the right one. Fix a GPU limit with a card three tiers up and you overshoot the CPU's ability to feed it; the last tier of that card is money converted to idle silicon.
